Council amalgamation: Premier forges ahead on mergers except in the federal marginal seats

Premier Mike Baird has shown he's crazy, brave or gutsy in forging ahead with his unpopular plan to rationalise the state's councils through forced mergers – but not so crazy as to forge ahead in the most vulnerable Coalition seats.
