Tom Ferreira’s yard in Montauk, N.Y., cluttered with parked cars, beached boats and dilapidated trailers. Mr. Ferreira, a mechanic, has accused the Town of East Hampton of improperly employing emergency health and safety laws in a conspiracy to forcibly clean his yard in order to raise nearby property values.
