Another Mexican judge approves 'El Chapo' extradition to U.S.

MEXICO CITY, May 17 (UPI) -- A second Mexican judge has ruled Joaquin "El Chapo" Guzman can be extradited to the U.S., though the final decision rests with the Ministry of Foreign Affairs.
