Missouri's Koster says Obama acted too quickly on bathrooms

JEFFERSON CITY, Mo. (AP) — Missouri's top Democratic candidate for governor says the Obama administration moved too quickly and unilaterally in issuing guidance on transgender students' access to public school bathrooms.
