A weeklong wave of suicide attacks in Baghdad by Islamic State group militants appears aimed at forcing the Iraqi government to maintain substantial forces in the capital or even pull back some of them fighting the militants in order to protect the capital. Gen. Joseph Votel, the head of U.S. Central Command, said the Baghdad bombings mark a new turn in tactics.
