NATO Talks About Talking With Russia

There are few things that cause more handwringing at NATO these days about whether to hold formal talks with Russia.

NATO is ramping up its efforts to deter Russia, negotiating the final details of a multinational force of some 4,000 troops stationed in the Baltic countries and Poland.
But a number of allies, including Germany and Italy, are backing another meeting of the NATO Russia Council ahead of the Warsaw summit—in an effort to soften the hard edge of the military actions the alliance is poised to take.
