Seattle mayor announces plans for 'Navigation Center' for homeless, modeled after S.F. center

Just as a consultant said the city was too much talk and not enough action on homelessness, Seattle Mayor Ed Murray announced Thursday that the city will open a Navigation Center for homeless people.
