NATO, Russia considering Baltic risk reduction plan

BRUSSELS (AP) — NATO remains at loggerheads with Russia over Ukraine but will consider a Kremlin proposal for reducing the risk of air accidents in the crowded skies over the Baltic Sea, NATO's chief said Wednesday.
