This was because the election district maps had not arrived yet.
Elsewhere in Johannesburg, the Rivonia Recreation Centre, the King Fisher station in Fourways and St Peter's station in Witkoppen were also still closed.
Councillor Candice Jones says the ward maps, which have a key code which unlocks the voting roll, had not been delivered by the IEC.
“It's chaos. People have been standing in the freezing cold waiting to cast their votes,” she said.
Elections Bureau
