The Council of Europe Secretary General Thorbjørn Jagland visits Turkey Wednesday holding meetings with President Recep Tayyip Erdoğan and Prime Minister Binali Yildirim as a new report from Amnesty International now says 45,000 have been either arrested, detained or suspended.
