Town Planners Registration Council of Nigeria (TOPREC)
The Town Planners Registration Council of Nigeria (TOPREC) has inducted 321 newly registered planners at its 29th induction training workshop in Abuja.
The workshop which took place in Abuja, had the theme titled, a role of regulatory bodies in the built environment: The case of town planners registration council of Nigeria, established by CAP T7 LFN 2004.’’
In his remarks, the President of the council, Prof. Layi Egunjobi, urged the inductees to demonstrate a high level of integrity, discipline and maturity in the discharge of their duties.
He urged them not to be deterred by the lack of adequate facilities in carrying out their jobs, while charging them to be creative by coming up with innovations that would make them exceptional.

He further urged them to continue to develop their skills by enrolling in different training programmes.
“Today is another milestone in the history of our profession with a total of 321 newly registered planners being inducted.
“The aim of this workshop is to provide registered planners with the skills and ability to sustain themselves, their families and the society at large.
“It is our responsibility to give you the necessary tools to become frontrunners in your practice. Note that it is through education that our society will achieve the needed indices of development.
“Council is aware that learning is a continuous process, hence a registered town planner must continue to improve himself or herself to compete with professionals in other parts of the world’’ he said.
The president urged the inductees not to be distracted in the course of their jobs, adding that criticism was necessary to enable them assess themselves while working towards success.
However, he warned that the council would deal decisively with any registered planner that went against the law establishing the council.
He said the role of a planner in building was very important, adding that any careless job on their part could lead to the loss of lives.
“A planner needs to be very careful in making planning decisions that bother on the lives of the people.
“Many planners are being de-registered in this respect and as such you should demonstrate discipline and maturity,” he said.
The key note speaker, Dr Opunenebo Owei, said professional regulatory bodies like TOPREC were established by governments to carry out public service functions.

He said the values of TOPREC for instance were significant, adding that the best way to visualise it was to imagine what would have become of professional conduct without regulatory bodies.
He added that with regard to national environment, the establishment of TOPREC had added value to the chain of professionals in similar fields.
He said council had added value in the area of impact assessment, disaster risk management, health, safety and environmental policies among others.
Owei, however, cautioned that the Act establishing the council provided penalties for misconduct which include de-registration, suspension from practice and reprimand.
He said section 12 for instance mandated the council to set up a town planners investigating panel and a town planners disciplinary tribunal.
“The investigating panel is empowered to carry out preliminary investigations into any case where it is alleged that a registered town planner has committed acts of professional misconduct.
“Although just as it is the accepted practice in any judicial hearing, there are provisions for appeal by a town planner whose misconduct has been established by the tribunal,” he said.
However, Mr Ibrahim Yunusa, the registrar of TOPREC had earlier announced that newly admitted members to the town planning profession were going to be inducted.
The accreditation of the inductees commenced on Wednesday, August 3, at the council’s headquarters.
TOPREC was established by the Laws of the Federal Republic of Nigeria (CAP T7, LFN 2004) to regulate and control the practice of the profession of physical planning in all its aspects and ramifications.
