The Israeli military said it was dispatching search-and-rescue forces to assist in the efforts.
\Israeli police said six people were injured, and Eli Bin, director of the national rescue service, said one was in serious condition with head injuries.
The incident occurred at a construction site in Ramat Hahayil, a commercial area in northern Tel Aviv. The neighborhood is home to many high-tech businesses, restaurants and a hospital.
