Taking suo moto cognizance, members of Jharkhand State Commission for Protection of Child Rights (JSCPCR) on Tuesday visited the boys' observation home in Dumardagga to record statements of juveniles, who were accused of mobile theft, allegedly kept in police custody in Khunti for over 48 hours.
