DALLAS — A spokesman says efforts are underway at an East Texas university to prevent the mistreatment of animals at the university farm. That’s after a U.S. Department of Agriculture report found that infighting and poor oversight, including an instance of “profound neglect,” contributed to the mistreatment of animals at Texas A&M University at Commerce.
