The Congress on Tuesday moved the Election Commission (EC) alleging that Union surface transport minister Nitin Gadkari has violated the model code of conduct by announcing a Rs 1 lakh crore road transport development package for the state when the bypolls to one Lok Sabha and one assembly constituency are round the corner.
