NSW children held in 'solitary confinement'

Children are locked alone in NSW jail cells for 23 hours a day and spend their one hour of "recreation" wearing handcuffs, according to leaked documents which reveal lengthy confinements of teenage boys approved by senior levels of Juvenile Justice.
