Russian Investigators Charge Four Ukraine Commanders for Shelling Civilians

The Russian Investigative Committee charged four Ukrainian armed forces unit commanders in absentia for their role in the shelling of civilians in eastern Ukraine, the committee's spokeswoman said Monday.
