[Ticker] Nato and Russia resume 'normal' meetings

Nato chief Stoltenberg in Brussels Wednesday said Nato-Russia Council will resume regular meetings, suspended last year over Ukraine, for "political engagement." Russian FM Lavrov said Nato and EU ties are "returning to normal." But US top diplomat Kerry said Wednesday EU and US sanctions to stay until Russia fulfils ceasefire.
