[Ticker] Cameron doesn't expect EU deal at December summit

British PM David Cameron doesn't "expect to get agreement" on UK demands for EU reforms at the 17 December EU summit. "There remain difficult issues to resolve," his office said after a phone call with chancellor Merkel. The summit should "be used for a substantive discussion of the proposed changes".
