On August 7, the Special Representative of the President of Azerbaijan, Ambassador Elchin Amirbekov, in an interview with the American broadcasting organization "Radio Liberty" stated that the issue of transport lines, one of the contentious issues between the parties, was excluded from the draft text in order to speed up the signing of the peace agreement. Amirbekov noted that Azerbaijan and Armenia can continue negotiations to find an acceptable formula for ensuring a transport line between Azerbaijan and Nakhchivan after the signing of the peace agreement. Spokesperson for the Armenian Foreign Ministry Ani Badalyan also stated that the article on the opening of transport lines in the region was excluded from the draft text by mutual agreement. Abrahamyan notes that initially the "peace treaty" consisted of three main components: the Artsakh issue, regional unblocking, and border delimitation/demarcation.
Now two key points of the document have been excluded from it, and negotiations are mainly conducted around the delimitation of the border.
"But this is where the main question arises: if the main provisions of the bilateral agenda are not discussed within the framework of the document on normalization of relations, then what will be the result of signing the agreement in one form or another?
That is, is the task in obtaining a formal document, or are there other issues that are in the invisible part of the iceberg," the MP asks.
