PM Modi's dig at Congress: Democracy can't function at whims of anyone

Taking a dig at Congress, which had been disrupting the winter session of Parliament alleging the Centre is pursuing political vendetta against oppposition parties, Prime Minister Narendra Modi said on Thursday that "democracy cannot function at the whims and fancies of anyone".
