PM Modi's dig at Congress: Democracy can't function on whims of anyone

Taking a dig at Congress, which had been disrupting the winter session of Parliament alleging the Centre is pursuing political vendetta against opposition parties, Prime Minister Narendra Modi said on Thursday that "democracy cannot function at the whims and fancies of anyone".
