Australia's Lowy Institute think tank estimated China had spent upwards of $21 million on construction, a significant sum for an aid project in the developing nation of less than 300,000 people. China's embassy said the project had gifted Vanuatu "another landmark building", while symbolising a new "milestone" in their increasingly warm relationship.
