Even after Stabler finally arrested him, Wheatley had the last word, slithering out of the serious charges against him and returning to a life of crime until his car went off a cliff and he was presumed dead.
Soon afterward, McDermott popped up on FBI: Most Wanted as Remy Scott, the new head of the Fugitive Task Force — aka the man most likely to work in tandem with the Organized Crime Unit to take someone like Richard Wheatley down.
And while Wheatley is presumed dead, no body has ever been found, and I’ve always assumed the writers did that to leave the door open for him to return someday.

McDermott Playing a Dual Role Would Add To The Fun
If there were to be an FBI: Most Wanted crossover with Law & Order: Organized Crime, Dylan McDermott would have to play a dual role so that the Fugitive Task Force could help find and capture Richard Wheatley, once and for all.
There have been FBI crossover episodes before, but nothing like this. The closest I can think of is Hailey Upton visiting the FBI office, but that pales in comparison to what I’m suggesting here.
A showdown between McDermott’s two characters would be the ultimate meta episode, with plenty of opportunities for Wheatley and Scott to reference the weirdness of it all.
Wheatley is the type of criminal Scott hates the worst.
He wouldn’t be happy that they shared a face, and Wheatley would likely rub that coincidence in big-time.
That would make it even more satisfying when Scott’s team finally helped put Wheatley behind bars permanently.

How A Wheatley/Scott Showdown Might Play Out
Wheatley Would Have To Commit A New Crime And Reveal He’s Still Alive
Logically, the FBI: Most Wanted crossover should start with Scott’s team.
The Organized Crime Bureau has dealt with Wheatley several times without calling in the FBI, so it makes more sense for Scott’s team to get the case first.
The episode could start off with Wheatley committing a kidnapping or murder, as most often happens on FBI: Most Wanted, and the team quickly connecting the evidence to the presumed-dead killer.
That would give the FBI a reason to contact Organized Crime’s Ayanna Bell, and the teams could work together to bring Wheatley down, with their first order of business being to prove he’s still alive in the first place.
I’d love for the episode to begin on FBI: Most Wanted and end on Law & Order: Organized Crime.

My only stipulation is that Scott has to be involved in the climactic scene.
