Photos and videos of child sex abuse found after arrest

PAYNE COUNTY, Okla. (KFOR) — A man in Payne County was arrested after deputies became suspicious of content on his phone. The man is a convicted sex offender and is required to update his offender registry every year.

As Payne County deputies looked at William Keel’s information, they noticed he hadn’t updated his email or social media accounts in four years. That led them to investigate it more and see if Keel had accounts and wasn’t listing them on the registry.

“So through investigations, they were able to determine that he had multiple social media accounts Instagram, Facebook, Tiktok, and then were able to link at least one email address to his to him,” said Rockford Brown, an investigator with the Payne County Sheriff’s Office.

After getting a search warrant, deputies confronted Keel.

“While doing so, he was asked if he would show us his photos on his phone, given his prior convictions, just to ease any concern that anything might be on there,” said Brown.

While talking to him, deputies said Keel's nerves seemed high.

“Then one of the officers touches the screen of the phone. And at that time the screen populated with, I would call thumbnails of videos and photos of what appeared to be nudity at the time,” said Keel.

Keel was arrested and booked into the Payne County jail.

Deputies are still working on the investigation, but said over 1,500 photos of child sex abuse were found.

“There were 155 verified videos of child sexual abuse material. Most of the videos were children ranging in age of prepubescent to toddler age,” said Brown.

William Keel has a court appearance this Wednesday, March 5.
