Live updates: Senate to vote a 10th time to end government shutdown

The Senate will vote for the 10th time on a spending bill to reopen the government as the shutdown stretches into its third week.

The measure is expected to fail, and voting is slated to kick off at 11 a.m. Shortly after the vote, the upper chamber will pivot to an $852 billion defense appropriations bill. 

Senate Majority Leader John Thune (R-S.D.) scheduled this vote in an effort to put Democrats on the record if they block the measure, as Republicans spotlight how the shutdown is impacting national security. It also comes as the GOP is seeking to grab momentum back from the Democrats. 

President Trump is set to get his intelligence briefing in the morning, then make an announcement in the afternoon from the Oval Office.

In state-level campaigns, two pivotal debates take place Thursday evening. New York City mayoral candidates face off, looking for an edge. Virginia attorney general candidates will meet, and the first question is bound to be about controversial text messages that have roiled the race.
