And his presence would no doubt boost the country’s chances of claiming the crown and adding to several other recent successes at youth level.
However, Aidy Boothroyd is likely to stick with the group who helped England qualify in impressive fashion for the showpiece.
That means the likes of James Maddison, Ryan Sessegnon and Ademola Lookman are all in line to travel with the FA reluctant to bring Sancho in at their expense.
And it is down to the FA believing it would send out the wrong signal regarding loyalty to the players.

England boss Gareth Southgate, who awarded Sancho his first senior cap last year, said: “I think it’s unlikely Sancho will go.
“There are so many good attacking talents in the 21s squad, part of their development has got to be to play in a tournament.
PEP TALK Pep Guardiola says Jadon Sancho wasn’t up for ‘challenge’ of competing for Man City spot
“It’s not that he’s too big to play in the 21s, I don’t want him to think that for sure, but if you look in the attacking areas there are a lot players that can get really good experience this summer, and Sancho has already had that in terms of Champions League football and going for a title in the Bundesliga.”
Sancho, who has three England caps, is part of Southgate’s latest squad for the upcoming Euro qualifiers against Czech Republic and Montenegro, with the latter game coming on his 19th birthday.
