The horrifying video was captured at a local council meeting in Berdichev, Northern Ukraine.
Conflicting reports say that the restaurateur was acting in protest either over a conflict with a tenant or the demolition of one of his properties.
BALL OF FIRE
In the shocking footage, the man seems to be having a heated conversation with a council member as he douses himself in flammable liquid.
The council members look on confused as he uses a lighter to set himself aflame.
One man who rushes forward to extinguish the blaze catches fire himself, another man who uses his hand to extinguish the flames burns himself.
The protester is eventually put out after another man empties a water bottle over him, but continues to blaze on the carpet where he first set himself alight.
HOSPITALISED FOR BURNS
Footage shows the businessman on a stretcher, with his burns covered in bandages. He was rushed to hospital alongside the council member who had burnt his hand trying to extinguish the flames.

According to local reports the businessman has been ‘known’ locally for a long time through his links with the restaurant business.
Police arrived at the scene shortly after, with the council meeting continuing in another room.
