He was later charged with murder, ten counts of attempted murder and a charge of dangerous driving.
He wore a green and yellow tracksuit and seated during the nine-minute video link hearing at Chelmsford Crown Court.
A provisional trial date was set for June 1 at Chelmsford Crown Court.
The attempted murder charges relate to 23-year-old Raquel Jimeno and six boys and three girls aged between 12 and 23 who were injured in the horror smash.
Heartfelt tributes flooded in for Harley, who was described as a “little man with a big heart”.
His heartbroken family said: “We are so devastated by what has happened.
“Harley was a good, kind, helpful and lovely boy.
“We would like to thank everyone for their kind wishes and concern.”

Pals also left floral tributes and balloons at the school gates for the “lovely, funny boy”.
Christian Kavanagh, Executive Head at Debden, said: “We offer our heartfelt condolences to the young man.
“A young life so tragically lost. He made a mark on the school and was liked and loved by students.”
Well-wishers donating to a GoFundMe page in Harley’s memory has so far raised more than £54,000.
