The Spaniard apparently believes he needs midfield reinforcements with Thomas Partey and Mo Elneny heading to the African Cup of Nations.
Meanwhile, doubts remain over captain Pierre-Emerick Aubameyang’s future after he was axed from the senior squad.
And Arteta has earmarked three Juventus aces to bulk up his squad.
Ramsey, 30, is well-known to Arsenal fans after spending 11 years at the club before joining Juventus in 2019.
He has played just three times in Serie A this season.
And Max Allegri is ready to cut Ramsey loose on a free transfer, with a Premier League return highly likely.

Meanwhile, fellow midfielder Arthur, 25, has also struggled for regular minutes under Allegri, playing just four times in the league.
The Brazilian has failed to settle at Juventus following his transfer from Barcelona 18 months ago.
But the Italians are sure to want to make back as much of the £70million they spent on him in 2020.
Finally, 21-year-old winger Dejan Kulusevski hasn’t found the net in 12 Serie A games this term.
What looked like a promising career has stalled over the past year.
And Juventus are open to offers after instead seeing Federico Chiesa develop into a world-class forward.
It’s believed Arsenal have already opened talks with a £25m offer, but Juve want at least £35m for the Sweden international.
