A third victim, a woman in her twenties, who was also shot, is in critical condition.
She lived in the same multifamily home with the two victims in Hartford, Connecticut.
“We have to find better ways to resolve our conflicts in non-violent ways,” Hartford Police Chief Jason Thody said.
“It’s very frustrating for the officers because these are difficult to predict and difficult to prevent and that’s our number one responsibility, to prevent these tragedies.”

“This is the continuation of a very very distressing trend that we are seeing not just in Hartford but around the state and around the country, which is very personal disputes minor personal disputes escalating with incredible speed into violence,” Hartford Mayor Luke Bronin said at a Monday press conference.
A preliminary investigation by law enforcement showed the dispute started as a disagreement among the neighbors involving the dog but quickly turned deadly.
Police have not yet released the specifics of the argument, but an unnamed neighbor told Fox 61 that Garrett fired at the woman who is now hospitalized for her injuries after her dog allegedly scratched Dang.
Another neighbor then fired at the couple, the individual told Fox.

“She was a beautiful soul full of life. She was a mother to a four-month-old Chosen and she lost her life over a senseless argument,” Julie Dang, Christina’s sister told NBC Connecticut.
A neighbor told NBC he heard “ what sounded like fireworks,” and came outside to find the two victims on the ground.
He then called 911, he said.
Olivia Anderson, Dang’s cousin, told the station the couple moved to Hartford recently to raise their baby and be closer to Garrett’s family.
Cops have identified a suspect at the scene, and are in search of that person.
The suspect’s vehicle is currently being processed for evidence and in the hands of the police.
No arrests have been made as of yet.

Police did not have any previous records of complaints filed about the dog, or previous records of altercations between the neighbors.
Child Protective Services took custody of the baby.
