A MUM who took part in a council house swap has revealed the disgusting state it was in when she arrived, adding that she has now transformed it thanks to her DIY skills.

Amber Lipton shared details of her council house transformation via a video posted to her TikTok channel @amberlipton.x.

The mum of three revealed that when she first got the keys to the property, it was infested with fleas.

Sharing footage of the house, she showed that there was rubbish everywhere and even piles of dog poo in the garden.

She said: “It was just absolutely filthy.

“It took me and my friend four hours to clean it”.

The cupboards were stocked full of the previous tenants belongings, and laughed as she added that the former occupant had told her that she had cleaned the flat before moving in.

What is a council house swap?

A council house swap, also known as a mutual exchange, is a scheme for people who live in a council or housing association property who would like to swap their home with another tenant.

People often swap to get a larger or smaller home or to move to a different area.

When you mutually exchange your home, you are swapping tenancies with someone else.

Anyone with a full secure or fixed term social housing tenancy in their name with a clear rent account can do a mutual exchange.

You cannot swap your home if you:

  • have an introductory tenancy
  • have a probationary tenancy
  • are in temporary housing

Amber got to work straight away, making the property into a home for her children.

Firstly, she got all of the previous tenant’s belongings removed from the property, which she said set her back £90.

She then ripped up the flea infested carpets and bleached the toilets clean.

The mum said that she got “bitten alive” by the fleas, and revealed that it cost £420 and three treatments to get rid of them.

Thanks to Amber’s DIY skills, the house has now had a dramatic transformation.

In the dining room, she has stripped the walls and repainted them, adding in modern looking wood flooring and a large wooden dining table.

In the hallway, she has painted the walls a cosy brown colour and decorated the room with picture frames and potted plants.

Amber painted over the magnolia walls in the bathroom, and opted for a stylish black and white colour scheme instead.

The video has likely left many open-mouthed, as it has racked up over 332, 000 views on the video sharing platform.

TikTok users raced to the video’s comments section to share their thoughts on Amber’s council house.

One user said: “How did the council allow this? They’re supposed to inspect it prior to any move”.

Another person remarked: “Omg I would cry”.

A third person said: “Who could honestly live like that”.

Council tenants are allowed to make alterations and renovations to their homes.

However, they must make sure that any work conforms to building regulations and planning permission.

Council houses are provided by local authorities to those in need.

They are often cheaper than renting private housing and can also offer greater security from eviction.

Council houses are allocated to prospective tenants via a points based system, with those in greater need given homes first.

The council will contact you about an available property when you are high enough up the waiting list.

More than one million people are currently waiting for social housing in the UK.
