Should airlines lock seats upright?

When Delta Air Lines said last month that it was going to reduce the recline of the seats by two inches on its new A320 jets, it made me wonder if the carrier should just go ahead and lock 'em up all together.

It would sure help reduce the seat-to-seat scuffles that frequently erupt on planes these days when passengers try to recline.
