HELENA, Mont. (AP) — The Montana House of Representatives has passed a bill aimed at making it harder for state lawmakers to raise taxes. Montana Public Radio reports the bill, which passed on a 53-46 vote Monday, requires a two-thirds vote of the Legislature to increase and create new taxes. Republican Rep. TEGUCIGALPA, Honduras (AP) — Honduran prosecutors said Tuesday they plan to bring charges against a former executive who they allege was a mastermind behind the murder of environmental activist Berta Caceres. The chief prosecutor's office said it would seek formal charges against Roberto David Castillo Mejia for his alleged role at a preliminary hearing Tuesday.
