The frequency of ocean heat waves has surged more than 50 percent since the early 20th century in a threat to fish, corals and other marine life stoked by global warming, an international study showed on Monday. OLYMPIA, Wash. (AP) — The state Senate has passed a bill that would adopt California's emission rules for vehicles in Washington. Lawmakers voted 26-22 in favor of the measure Monday, sending it to the state House. Under the bill, the state would adopt a system where car manufacturers are assigned credits based on the kind and fuel efficiency of cars they bring into the state. BEIJING (AP) — The Latest on the annual meeting of China's Congress (all times local): 9:30 a.m. China's top economic official is promising all companies are to be 'treated as equals' in a bid to defuse U.S. and European trade complaints. Premier Li Keqiang made the pledge in a speech Tuesday at the opening of China's national legislative session. Li also said this year's growth target was set at 6 to 6.5 percent.
