There has been a change in 2019.
In Match Play, since both balls were on the putting green when the stroke as made, R11.1b exception 2 (first bullet point) headed “Ball in Motion Hits Another Ball at Rest or Ball Marker on Putting Green” applies directly to your scenario. The stroke counts and
the ball must be played as it lies (holed). There is NO general penalty (loss of hole) in this specific instance.
