At the end of the Cold War, Washington wanted to get its hands on some Soviet weapons and it had one very convincing tool to accomplish that mission.
Key point: Washington did not want Soviet military hardware to fall into the wrong (likely Iranian) hands. So it bought up a bunch of warplanes to keep them away and also to test them out and learn from the enemy.
