1 Arctic drilling: The Democratic-controlled House on Thursday voted to reinstate a decades-long ban on oil and gas drilling in Alaska’s Arctic National Wildlife Refuge — a largely symbolic move aimed at reversing a plan by President Trump to drill in the pristine refuge. The 225-193 vote comes as the Trump administration has begun planning to sell oil and gas leases in the remote refuge, home to polar bears, caribou, migratory birds and other species. The drilling was authorized under a 2017 tax cut approved by the Republican-controlled Congress, an action the House vote attempts to undo. The bill now goes to the GOP-controlled Senate, where action is unlikely.

2 Fugitives captured: A tip pointing to a remote Arizona community led to the end of a more than two-week-long manhunt for a couple who overpowered their guards and escaped a prison transport van that was bringing them across the country to face charges in a man’s killing, federal authorities said Thursday. About 50 officers surrounded a house 50 miles northeast of Phoenix where Blane and Susan Barksdale were staying. The Barksdales escaped Aug. 26 in Utah while being brought from upstate New York to Tucson to face charges in the death of a 72-year-old man.

3 Citizenship lawsuit: A gay married couple in Maryland is suing to challenge the State Department’s refusal to recognize the U.S. citizenship of their infant daughter, who was born in Canada to a surrogate mother this year. The federal lawsuit filed Thursday says a State Department policy unlawfully treats the children of married same-sex couples as if they were born out of wedlock. An attorney for the plaintiffs, Roee Kiviti and Adiel Kiviti, says the suit is at least the fourth such case to challenge the policy. In February, a federal judge in...
