Joe Biden on Friday welcomed the nation’s Governors to the White House during the National Governors Association Winter Meeting.

Kamala Harris joined Joe Biden in the East Room.

Biden is completely shot.

He was all over the place and had no idea what he was talking about.

“We passed a little thing that was a trillion, 800 billion dollars called the Recovery Act,” Biden said referring to legislation signed by Barack Obama in 2009.

Then he looked at Governor Murphy and dropped this gem…

“Every time I hear ‘the president of the United States,’ I look around and say ‘Where the hell is he?'” Biden said.
