The second environmental bill - the Forest Conservation (Amendment) Bill, 2023 - is expected to spark a bigger political debate. Both bills had to be referred to the joint committee of Parliament amid Opposition objections. In the case of the latter, Congress objected that it wasn't sent to the departmental standing committee.
