President Joe Biden on Friday nominated Admiral Lisa Franchetti to be the next chief of naval operations. If confirmed by the Senate, Adm. Franchetti, the current vice chair of naval operations, will be the first woman to head the service and the first woman to serve as a member of the Joint Chiefs of Staff.
