The call seemed routine when police pulled up to the duplex in Cohasset, Massachusetts. But once inside, Detective Lt. Gregory Lennon and two other officers interrupted what one called “a murder in progress.” The officers chose to use their Tasers to subdue a man who was brutally attacking a woman he had recently met, even though a prosecutor later said they would have been justified in shooting him. He ended up dying after the struggle. The 2018 attack is one of the most violent among the more than 1,000 deaths documented in an Associated Press investigation into common police use-of-force tactics that, unlike guns, are meant to stop people without killing them.
