NATIONAL SUMMARY
Debby will produce a significant risk of flash flooding that
can lead to rapidly rising water from upstate New York
southward through Pennsylvania and central Virginia today.
Farther east, there can be flooding, power outages and a few
tornadoes in eastern New York, eastern Pennsylvania, much of
New Jersey, central and eastern Virginia, Delaware and
northeastern North Carolina. The risk of life-threatening
flooding, power outages and isolated tornadoes will move
into central and western New England tonight. Elsewhere,
spotty afternoon thunderstorms will develop in the Florida
Peninsula and in the southern Plains. Afternoon storms are
also expected in much of the interior West, and some storms
in northern Arizona and western New Mexico can bring flash
flooding and locally damaging winds.
