An independent review of actions taken by Maine State Police when an Army reservist killed 18 people in Lewiston has produced recommendations on everything from mass casualty crime scene protocols to updating computer software. The New England State Police Administrators Compact reviewed a state police after-action report in response to a recommendation by an independent commission established by Maine’s governor. The compact's report was released Thursday, a week before the anniversary of the state's deadliest mass shooting. State Police Col. William Ross and his team will use the recommendations to make changes.
