S.C. lawmakers consider pepper spray use on juvenile offenders

COLUMBIA — Lawmakers are considering letting all staff members who guard the state’s juvenile offenders carry pepper spray to help avoid a repeat of the February riot that exposed serious security lapses in the agency.
