Towing to become paid: how much Almaty drivers will pay

Tengrinews.kz – Almaty has proposed establishing a unified payment procedure for vehicle towing and temporary storage at municipal special impound lots. The relevant draft decision was submitted for consideration by the city maslikhat.
According to Yerzhan Dikhanbayev, Head of the Almaty Department of Traffic Management and Passenger Transport, the new rules will apply to vehicles that have been detained and towed in cases provided for by the Code of Administrative Offenses.

“It is important to understand that this does not apply to all cases of vehicle towing. The proposed procedure applies only when a vehicle has been detained and taken to a special impound lot in accordance with administrative offense legislation,” Dikhanbayev noted.

How much towing will cost
The draft proposes setting a single towing fee of 3 MCI, regardless of the vehicle category. A separate fee will be charged for temporary vehicle storage.
If the owner collects the vehicle from the impound lot before 6:00 p.m. on the day it was towed, no storage fee will be charged. In that case, the vehicle owner will pay only for towing.

If the vehicle remains at the lot after 6:00 p.m., the storage fee will begin to accrue.
How much storage will cost
For passenger cars, the proposed fee is 2.5 MCI for the first day and 5 MCI for each subsequent day.
For other categories of transport, the fee will also depend on the type and characteristics of the vehicle.
Thus, a vehicle owner will be able to avoid paying a storage fee if they collect the detained vehicle on the day it was towed before the established time.
Why the procedure is changing
According to the draft, the changes are linked to new powers granted to the maslikhat. In 2025, the maslikhats of Astana and Almaty were given the right to determine the amount of payment for the transportation and temporary storage of detained vehicles at special sites and impound lots owned by the municipality.
Earlier, on July 30, 2026, the Almaty maslikhat approved traffic management rules for matters not regulated by the traffic rules. These rules, in particular, define the procedure for transporting and storing detained vehicles. The cost calculation took into account expenses for tow truck operation, maintenance of special impound lots, round-the-clock security, utilities and necessary infrastructure.
Special impound lots must have a checkpoint, video surveillance, lighting, fencing and round-the-clock security.
The draft decision has passed the required review procedures and received the necessary positive conclusions.
