The Kansas City, Kansas, municipal court clerk's office says Serrano-Vitorino was convicted in 2015 of battery. The Wyandotte County Sheriff's Department says when he was booked on that charge the sheriff's department sent ICE an overnight query about him, but didn't receive a response from ICE in the period required, so he was released.
