MEXICO CITY, April 21 (Reuters) - Mexican President Enrique Pena Nieto on Thursday proposed legalizing marijuana-based medicines, raising the amount users can carry and freeing inmates on minor weed charges, in a major shift amid regional efforts to reboot drug policy.
