Relief supplies have started reaching areas like Elizabeth and Westmoreland, which were cut off by debris. Social Security Minister Pearnel Charles Jr. joined emergency responders to deliver essentials. Melissa, one of the strongest Atlantic hurricanes, caused at least 19 deaths in Jamaica and 31 in Haiti. The U.S. has sent a disaster assistance team.
