A PENSIONER was outraged when he was slapped with a £160 parking fine from an alleged offense from three and a half years ago.
Tom Fraser, 78, from Ottery St Mary, Devon, is adamant he paid £1.40 to park in Torquay in 2015 but is now being hounded by the wardens.
The 78-year-old said he left the car park within the allocated time so was shocked to receive a parking charge notice (PCN) from Exeter-based Premier Park Ltd a week later which he unsuccessfully appealed despite showing evidence he had paid it on a bank statement.
Tom said: “I’ve always complained to them about this as the money was paid and after three-and-a-half years they are suddenly pursuing it again and the claim is now for £160.
It’s very stressful because I keep thinking where is it going to end up, and they will keep adding money onto the fine.

“The advice I was given by the AA and Devon and when I received the first PCN was not to pay it shows up clearly on my bank statement.
“I appealed the fine and I was told the penalty would be upheld and then all letters stopped until last month when I received a letter out of the blue from BW Legal stating they had been instructed by Premier Park Ltd to recover the money.
“This time the contravention description has changed from one digit on the vehicle registration being wrong, which might have been a fault on the machine, to now being a ‘parking session expired or unpaid’.
“Regardless I paid the money and they received it.
“It’s outrageous for someone to be demanding something which I can prove I’ve already paid.
“It’s very stressful because I keep thinking where is it going to end up, and they will keep adding money onto the fine.
“I have responded stating I am happy for the matter to go to Exeter County Court because it’s very wrong what they’re doing.”
